Job Description

Summary:

Yorktown Systems Group is seeking a qualified INTEL-NIFC Intel Military Strategic Analyst to support NATO’s Joint Warfare Center’s (JWC) high priority exercises. JWC’s mission is to deliver high value exercises to NATO Command Structure and Force Structure entities and organizations in accordance with direction and guidance received from Allied Command Transformation (ACT) as well as SACEUR’s Annual Guidance for Exercise (SAGE) and the Military Training Evaluation Plan (MTEP). JWC employs a matrix-management organizational structure with staff Directorates and Divisions comprising the vertical component, and multi-year Exercise programs, led by Program Directors, providing the lateral component. By managing the multi-year Exercise programs, the Program Directors coordinate JWC’s contribution and support to NATO’s exercise and training program. the provider will be required to develop, produce, deliver, and archive new settings and scenarios, and update / review and deliver existing settings and scenarios, to include necessary consultation that complement and support the work carried out by JWC’s Scenario Branch. The ambition is to leverage professional, forward-thinking Provider(s) with the ability to bring creativity, novel design thinking and industry best practices to JWC’s business functions of designing, developing, and delivering exercise settings and scenarios, as well as directly supporting the delivery of NATO’s Major Joint Exercise Program.

Specific duties may include, but are not limited to:

  • Grant robust overall strategic situational awareness
  • Understand exercise and training objectives and ensure their representation of the scenario supports the training audience’s achievement of those objectives.
  • Assist JWC EXCON INTEL in the development of NIFC strategic and operational level scenario documents tailored to the TA and TO of exercise.
  • In accordance with JWC EXCON INTEL Chief’s guidance and management, and with all necessary coordination, generate appropriate exercise material to provide a challenging and realistic problem set to the TA in line with the TO and scenario.
  • Support the TA achievement of TO, through tailored and accurate delivery of scenario Intel-related information.
  • Quickly read, digest, analyse and understand the comprehensive strategic/operational environment and situational awareness as depicted in the scenario documentation provided by JWC.
  • Understand and provide recommendations for improvement in the strategic/operational intelligence to refine or improve the scenario.
  • Be prepared to update and amend exercise and scenario documentation during the course of the exercise in order to ensure training objectives continue to be met.
  • Produce agendas, written speaking notes and minutes of meetings in support of scenario building, communication/coordination and knowledge management.
  • Monitor TA activity and output so as to provide timely feedback to JWC EXCON staff to amend and adapt the exercise as required.
  • Under JWC EXCON INTEL Chief’s guidance and management, be prepared to supply updates to JWC documentation to ensure representation of latest adversary doctrine/TTPs in area of intelligence subject matter expertise.
  • Attend JWC EXCON meetings as dictated by the EXCON battle rhythm and JWC EXCON INTEL Chief, providing NIFC Intelligence SME advice as required.
  • On request, provide feedback to JWC permanent staff for the improvement of NATO exercise processes.
  • Provide NATO Intelligence Fusion Centre (NIFC) subject matter expertise (SME) in MIL strategic/operational level intelligence to realistically represent the exercise scenario to include the adversary strategy, doctrine, TTPs and military thoughts to the training audience (TA).
  • In line with relevant existing policy and doctrine (AJP-2 series, AJP-3, MC 348 and AD 065-011), understand and analyse developing TA planning process, plans, documentation and their impacts on the Commander’s decision-making process and Training Objectives (TO).
  • Act as one of the focal points for the TA for NIFC MIL strategic/operational level intelligence matters.
  • Contribute to the production of the MIL strategic level EXCON/NIFC Daily Intelligence Update (DIU) and strategic level assessment.
  • Coordinate the DIU production with NIFC P_ESII Analyst, other NIFC MIL Analyst(s), NIFC JISR CM and all the available Intel disciplines’ SMEs.
  • Support and advice, during MMIDWS and/or MMSWS, in line with scenario settings and TO, a NIFC/OPFOR coordinated understanding of adversary Concept of Operations, for the NIFC way ahead of strategic/operational level intelligence and doctrines in the exercise conflict settings.
  • Replicate NIFC tasking to support the TA intelligence process and procedures in according with relevant doctrine.
  • Understand and analyse training audience plans (OPLAN) and other OPP documentation and their impacts on the INTEL development.
  • Assist TA by providing SME and scenario representation of NIFC DIU and appropriate focused strategic/operational intelligence assessments.
  • Coordinate and support full spectrum PMESII strategic intelligence and doctrinal operational matters within EXCON and NIFC team.
  • Act as NIFC Mil/Strat Analyst in meetings with the TA during the exercise, whether face to face, by VTC, phone, email or letter.
Job Requirements

Required Qualifications:

  • Demonstrated 3 years’ experience in the last 10 years with working in a National or NATO Strategic or Operational level Command as Intelligence Analyst.
  • Demonstrated 3 years’ experience in the last 10 years operational knowledge of Intelligence, either as a Military Officer or as a civilian.
  • Completion of the following courses: a) NATO Intelligence Course or National equivalent, b) NATO IRM & CM Course or National equivalent, and c) NATO IRM & CM Course or National equivalent.
  • Knowledge and Understanding of the following: a) NATO Air/Maritime/Ground/Space Sensor capabilities, b) Space Collection, and c) NATO Targeting Process
  • Demonstrated participation in NATO and/or international strategic planning exercises and operations as intelligence SME in the last 10 years.
  • Demonstrated 3 years’ experience in the last 10 years in briefing senior leaders at strategic/operational level in a National or Multinational environment.
  • Regular user of the following functional systems:
    • INTEL-FS
    • TOPFAS
    • BICES
  • Competent in Microsoft Word, Excel and PowerPoint.
  • Current NATO Secret Security Clearance or National equivalent.
  • Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333 – Listening, Speaking, Reading, and Writing) or equivalent.

Clearance: Must possess an active NATO or U.S. SECRET or higher security clearance.

Location: NATO Joint Warfare Center, Stavanger, Norway

Travel: CONUS and OCONUS travel may be required.
